Completed submissions on wrong page form

I have a form where I am getting users as completed although they are missing the last page (where I ask them to upload some documents).

I looked at the documentation and I don’t believe I have an Exit Point or a Terminal Step, however I cannot figure out why this is happening. It seems that the completion is triggering on the Address Page and not after the last page with the document submission

The following setting must be turned off in this case as it seems your document submissions are optional fields.
