For pre-fill url form, what is the way to write a url for a second step to be pre filled. TestForm. Reference url shows how to fill up the first field in the first step, but the question is how to do that for the second step ?

it’s the same – any field IDs on any steps can be prefilled via the URL

Thank you Peter, it is working but is there any way to redirect user to skip the first step, as my first step is only 1 choice of question

Conditional step skips can be set up from the flow tab. There is a skip step target you can use
